The U.S. State Department said Thursday the time was not ripe for Google Inc. (GOOG.O) Executive Chairman Eric Schmidt and former diplomat Bill Richardson to North Korea, which drew international criticism for a rocket launch last month visits.

State Department spokeswoman Victoria Nuland said Schmidt and Richardson would travel as private citizens, not the representatives of the U.S. government.

"Frankly, we do not think the timing of this is very useful," Nuland told reporters, citing North Korea launched a long-range rocket in December. "They are well aware of our views."

Reports the plan of Schmidt's emerged as the United States, South Korea, Japan and its European allies pushed the United Nations to longstanding UN Security Council sanctions expand on North Korea after the North December 12 missile launch.

Google is committed to a mission of organizing the world's information and make it universally accessible and useful. North Korea is one of the most repressive states in the world with Internet access largely limited to the most influential officials and media content tightly controlled.

Nuland emphasized Schmidt and Richardson were not on behalf of the United States.

"We are obviously aware of the journey that has been announced," she said, later corrected himself saying that the department was aware of the media reports about the trip.

"They are civilians. They are traveling in a non-official capacity," she said. "They are not going to, if necessary accompanied by officials from the U.S.. They are no messages from us. They are citizens and they make their own decisions."

On Wednesday, Google has not directly respond to a question on whether Schmidt would North Korea, although a spokeswoman would not comment suggested a visit to company business.
